Scrolling in task list does not work properly

Description

Vertical scrolling of the task list results in redraw problems, plus the drawn data is not actually scrolled. i.e. the item at the top of the view is always the first item no matter where the scroll thumb is (once a screen refresh is done to remove redraw problems).
