GPG Plugin does not work with "Restricted User" rights

I run into trouble, when using the GPG plugin with "restricted user rights". Working with my Administration-account is no problem. GPG ist installed in c:gnupg.

It seems that restricted users are not allowed to redirect the input/output path.
