Rule to Forward and Include Attachment

I am trying to set up a rule so that based on criteria the email is forwarded and the attachment in the original email is sent in the forwarded message. The text part works fine the but the attachment has been stripped out. I have tried both inline and as attachment for forwarding options.

Without this ability I have to go back to outlook as I need forwarding of emails with attachments included, please dont make me go back to Outlook!
