S/MIME plugin does not load

Description

in the security preferences, if the S/MIME plugin is selected as preferred, the text (Not Loaded) appears in the popup with it. S/MIME services are not available, and gpg is used as the default plugin. I have traced this to a dlopen failure. the plugin fails to load because the symbol sSSLLoader is udefined. in (some) earlier versions, this symbol is a local data object within SMIMEPlugin.so

Same issue appears in version 4.0.8 (Unix/Linux). SMIME plugin does not appear in the 'about plugins' window under help and fails to verify previous SMIME signed messages.
